About Human Resources & Organisation Development – Learning & Organization Development

 

You will be part of a dynamic Human Resources & Organization Development team that formulates and implements people initiatives to support business strategies and maximize the potential of our employees. This specific opening is for the Learning and Organization Development team, which is responsible for designing and implementing a variety of individual, team and organisational level capability development interventions to support EDB’s mission and strategies. You will be joining a team that works closely with different stakeholders to ensure timely access to training and support the provision of learning programmes to EDB officers.

 

Who We Are Looking For

 

A person who knows that the learning experience starts from the first touch point of enrolling in a programme. You can apply approaches and processes that balance resource-intensiveness and a conducive learning environment (in-person and virtually) with few barriers.

 

You are both practical and imaginative in problem-solving especially in situations that require an understanding and discovery of the jobs-to-be-done by different groups and individuals. This requires to an ability to engage people effectively through written and spoken communication and accurately represent their asks and needs to others.

 

You are able to discern between urgent and important and prioritise your work according to their potential impact on organisational outcomes and others in the organisation.

 

Responsibilities include but are not limited to the following:

 

  • Plan, administer and manage pre-, during and post-course operational needs to ensure smooth implementation of virtual and face-to-face sessions
  • Provide learning administration support to for hybrid (virtual and in-person) in-house programmes to achieve positive experience and impactful outcome
  • Evaluate the effectiveness of the learning delivery through feedback collation and observation during session
  • Draft communications to publicise programmes to EDB officers through different platforms such as EDMs and MS Teams channels
  • Administer course applications and enrolments, and payments, and resolve enquiries on HR training policies guidelines
  • Manage user access and maintain content sharing (Sharepoint, MS Teams) and learning platforms (LEARN@Gov), and support knowledge management processes
  • Handle learner experience matters relating to the learning platform (LEARN@Gov) including liaising and troubleshooting issues on learners’ access and completion of courses on LEARN@Gov
  • Maintain accurate training records, manage procurement of programmes and vendor, and monitor utilisation and budget, where required  
  • Assist in the internal and external audit on L&D matters

 

Requirements:

 

  • At least two years relevant experience in learning delivery and administration for work place learning within organisations
  • Proficient in digital software and applications such as MS Office, MS Teams, Workday, Google Slides, Zoom webinars
  • Experience with managing virtual sessions such as handling break-out rooms and managing multiple applications concurrently
  • Familiar with the use of graphic design and development of digital publications would be an advantage
  • Familiarity with L&D policies and procedures in the government sector is an added advantage
  • Singaporean
