Job Overview

 

 

The primary purpose of the project management role is to lead, oversee and ensure the successful delivery and management of single or multiple projects (comprising a program) within scope, quality, time and cost constraints that may be clearly defined or may require dynamic change management. The position also includes coordinating projects and resource management within the program, stakeholder and sponsor communications, reporting, and engagement. The projects will be mostly applications in nature. This is an individual contributor role.

 

 

Primary Responsibilities and Activities

 

 

  • Leads the development of the overall approach for the program, its major time frames and the definition of its deliverables to address and meet the desired goals and outcomes.
  • Leads regular interactions with the stakeholders to inform, alert, negotiate and maintain a continuing good relationship and shared vision for the program outcome.
  • Establishes and ensures appropriate governance functions for the program in accordance with enterprise policies, practices and on behalf of the executive sponsor
  • Identify and schedule project deliverables, milestones and required activities and tasks.
  • Provide leadership and motivation to project team members throughout the project life cycle.. Direct and coordinate activities of project personnel to ensure that project goals are accomplished on schedule; within budget; and in line with business objectives.
  • Establish work plan and staffing for project activities, iterations or phases, and arrange for recruitment or assignment of project personnel.
  • Conduct procurement exercises such as tenders and requests for proposals to obtain solutions and services for the delivery of the project
  • Leads reviews with executive sponsor and stakeholders to identify organic or specific program needs and/or changes, and directs the development of appropriate approaches to address.
  • Review project proposals or plans (internal or provided by external service provider) to determine time frame, funding limitations, procedures for accomplishing projects, staffing requirements and allotment of available departmental resources to various project phases.
  • Implement project communication plan.
  • With support from the Information Security function, conduct risk assessment and mitigation and ensure compliance with government and EDB policies, risk management, implementation, change management and system performance.
  • Establish standards and procedures for project reporting and documentation.
  • Continuously benchmark project management performance to identify improvements and achieve higher capability maturity.
  • Manages a team of support personnel to provide ongoing run-and-maintenance of IT systems.
  • This role may evolve into a digital product management role, given the nature of the job scope.

 

 

To meet the challenges of this role, you must have/be:

 

 

  • Background in business information systems (IS), computer science or related field, or equivalent related IT experience
    Project Management Professional training and certification is desirable. Knowledge of project management methodology and experience or familiarity with major defined PM approaches (for example, AGILE (preferred) PMI, Prince II or MSP [managing successful programs])
  • Seven or more years of progressively responsible IT experience, with sensitivity and commitment to business problem solving
  • Five years successfully managing complex and risky projects
  • Five or more years of BU or BU-facing experience, with sensitivity and commitment to business problem solving
  • Demonstrated experience in leading diverse teams
  • Distinctive blend of business, IT, financial and communication skills, as this is a highly visible position with substantial impact
  • Significant knowledge of project planning/scheduling tools (for example, Microsoft Project and Open Workbench), with solid track record of practical application
  • Exceptional verbal and written communication skills; expertise in setting and managing customer expectations
  • Effective influencing and negotiating skills in an environment where this role may not directly control resources.
  • Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence.
  • Working experience with marketing; sales; and/or service processes and systems will be advantageous.
  • System support and SCRUM master experience will be advantageous.
